Recently, a new regulation has been released that cafés, hotels, libraries and other public places in Dongcheng District, Beijing should install a security monitoring system and 7 inch dvd player costing at least 3,100 dollars or 20,000 RMB if they are to provide free Wi-Fi service.

According to the announcement posted by the local public security bureau, in order to better supervise illegal online activities and reinforce network information security, all bars, restaurants, hotels, bookstores and other public places with Wi-Fi must install the monitoring software provided by the designated supplier from this June. The costs of the software depends on the size of the shops, varying from 3,100 to 9,300 dollars (20,000-60,000 RMB). What’s more, shops that fail to meet the requirements are subject to a fine up to 15,000 RMB, and suspension of license in extreme cases.

Faced with such a huge cost, many shop owners in Dongcheng District are considering cutting free Wi-Fi service. According to Mr Guo, a café owner in the district, the installation of the software is up to his choice, and he would not buy the system since it is too costly. Another voice came from a bookstore runner who pasted an announcement in his shop: Due to reasons known to the public, our store would not provide Wi-Fi from next Monday on. Sorry for the inconvenience it brought about.

As for customers, free Wi-Fi is usually the most important reasons for their visits to cafés or bookstores. With Wi-Fi, they enjoy themselves while using their notebooks or Tablet PC in a relaxing environment. Now that free Wi-Fi is banned, they would rather stay at home.
